“Haja respeito pela dignidade humana durante o estado de emergência”: Luís Bitone
O Presidente da Comissão Nacional de Direitos Humanos, Luís Bitone, apela as forças de defesa e segurança a humanizar a fiscalização das medidas vigentes no actual Estado de Emergência.
O apelo é feito com vista a evitar-se atropelos dos direitos fundamentais dos cidadãos.
Luis Bitone falava este sábado à Rádio Moçambique sobre informações postas a circular dando conta de possíveis casos de violações de direitos humanos no país e no vizinho Malawi.
Volvidos dezoito dias de Estado de Emergência, Luís Bitone ressalta a necessidade de haver respeito pela dignidade humana.
“Uma das questões que nós temos denunciado publicamente é o excesso de zelo de força. Portanto, todo aquele que viola o estado de emergência deve ser detido, para responder por causa do crime de desobediência que incorre. Mas a fiscalização pode ser feita dentro do respeito da dignidade da pessoa humana. Isso é importante, porque só assim é que terá legitimidade necessária para que a emergência tenha lugar”- disse.
Questionado sobre o posicionamento da Comissão em relação ao desaparecimento do Jornalista Ibraimo, no distrito de Palma, em Cabo Delgado, no âmbito da insurgência militar que assola alguns distritos daquele ponto do país, Bitone respondeu nos seguintes termo:
“Independentemente do que aconteceu, a primeira responsabilidade de garantir que essa pessoa volte, é do estado. Ele deve accionar todos os mecanismos possíveis para que tenha esclarecimento sobre o que aconteceu esse cidadão, porque quem nos protege, quem nos garante os direitos que hoje temos é o próprio estado” – esclareceu
O Presidente da Comissão Nacional de Direitos Humanos lamentou, também, a morte de dois moçambicanos no vizinho Malawi, vítimas de uma acção popular. (RM)

The Chairman of the National Human Rights Commission, Luís Bitone, calls on the defence and security forces to humanize the supervision of the measures in force in the current state of Emergency.
The call is made to avoid the fundamental rights of citizens.
Luis Bitone was talking this Saturday to Radio Mozambique about information on the circulating of possible cases of human rights violations in the country and in neighbouring Malawi.
Eighteen days of the state of Emergency, Luís Bitone is the need to have respect for human dignity.
" One of the issues that we have publicly denounced is the excess of strength. Therefore, everyone who violates the state of emergency must be detained, to answer because of the crime of disobedience. But supervision can be done within the respect of the dignity of the human person. This is important, because it is the only way that it will be necessary to have the right for the emergency to take place "- he said.
Questioned about the position of the Commission in relation to the disappearance of journalist Ibraimo, in the district of Palma, in Cabo Delgado, in the context of the military insurgency that is a few districts from that point of the country, Bitone replied in the following:
" Regardless of what happened, the first responsibility to ensure that person comes back, is the state. He must activate all possible mechanisms to clarify what happened to this citizen, because who protects us, who guarantees us the rights that we have today is the state itself " – clarified
The Chairman of the National Human Rights Commission also mourned the deaths of two mozambican in neighbouring Malawi, who are victims of a popular action. (RM)
