CICV is recruiting a WatHab Engineer/Site Manager, to be based in Pemba, Mozambique.
Description
- The WatHab Egnineer plans, designs, and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives with supervision and coaching from the Project Manager. S/he monitors on-site works, carries out needs assessments and surveys, and plans new projects together with the Project Manager in charge. S/he has a close working relationship with external stakeholders, mainly contractors, related to the projects
- Ensure site supervision and basic design for complex engineering projects, under the supervision and guidance of the Project Manager. Manage technical staff
- Geographical area of responsibility: City of Montepuez (based in Pemba)
- Responsibility: water and habitat urban construction project as part of the Montepuez Urban Water Supply System Project
Duties
Project supervision
- Monitors project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary
- Supervises small numbers of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC
- Makes safety inspections and ensures construction and site safety
- Checks and prepares site reports, designs and drawings and maintains quality control procedures
- Finds ways to prevent problems from happening and to solve any that crop up
- Helps to negotiating contracts and securing permits and licences
- Ensures implementation and complied of the Environmental and Social Management Plan
- Networks with stakeholders, monitors security issues related to project sites and advises the Project Manager where necessary; provides regular information to supervisors on security, stakeholder issues and site progress
- Administers hand-over of ICRC-provided infrastructure to end-users
General office work and reporting
- Prepares implementation/progress reports as per need and submit them on due time to the Project Manager
- Contributes to other specific reports (assessment, QTR) whenever necessary
- Helps identify needs through assessments and surveys, shares results and findings with the Project Manager
- Provides regular information to Project Manager and/or Head of Structure on security, stakeholder issues, or any relevant information and site progress
- Registers and treats information (general and specific) accurately and with confidentially
- Works independently and autonomously with the other departments involved in the projects: Logistics, Administration, Financial, Cooperation, Communication, etc.
- Ensures that material and/or equipment delivered to the sites are those requested by the client
- Ensures that contract terms are understood and respected by the contractor
- Ensures that payments to contractor are released timely and as per payment table of the contract
Requisites
- University degree in architecture, civil or structural engineering, hydrology, hydraulics, geology or similar
- Excellent command (spoken and written) of local language(s)
- Excellent command (spoken and written) of Portuguese
- Knowledge of English is an asset
- Proficient in use of Microsoft Office Outlook, Word, Excel and PowerPoint
- Knowledge of CAD and/or engineering-specific software
- 6-8 years’ professional experience in a related field, 1–2 years’ professional experience at the ICRC or an international NGO an asset
- Advanced knowledge of water and sanitation or construction engineering
- Experience supervising complex / large-scale construction works, experience in hydraulic projects an asset
- In-depth knowledge of construction processes, building codes, safety regulations and quality standards in Mozambique
- Ability to work independently and as part of the team
- Strong organisational and time management skills, with the ability to prioritise tasks
- Proficiency in project management software, scheduling tools and other relevant software applications
- Excellent problem-solving and decision-making skills, with the ability to effectively address challenges and make sound judgments
