Adra Mozambique is recruiting a Monitoring & Evaluation (M&E) Officer, to be based in Mocuba, Mozambique.

Description
  • Under the overall guidance of the Director Programs, and direct supervision of the Project, the M&E Officer will be responsible for performance monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost-effective and timely manner
  • The M&E officer will design and implement the M&E activities of the Project; create streamlined and appropriate data collection tools and processes; work with the Project Management Team in preparing Quarterly/Annual reports on project progress; monitor the project activities on a regular basis; develop and maintain the project’s MIS; and assume responsibility for the collection & analysis of project data.  The M&E Officer works in close collaboration with the project team, and country office leadership, and may regularly interact with government, private enterprise, humanitarian and civil society organizations
  • The incumbent’s performance will be measured in terms of avidness in documenting and streamlining field activities/outputs; adding to operational and contextual performance and learning; utilizing learning to build institutional capacity and continuous improvement systems; and authoring performance reports that are accurate, concise, timely, and actionable
Duties
  • The Monitoring and Evaluation Officer will have the following duties and responsibilities:
  • Project Planning, Data Collection, Reporting and Training
  • Develop and strengthen monitoring, inspection and evaluation procedures, and create planning tools such as Conceptual Frameworks, Theories Of Change, Logical Frameworks, Logic Models, DIPs, and PMP
  • Create and refine data collection tools
  • Oversee and streamline the Complaints Response and Feedback Mechanism
  • Select appropriate evaluation methods and research partners, in collaboration with the organization’s Director of Programs
  • Develop SMART performance indicators for gauging progress toward targets, outcomes, intermediate objectives, long-term impact,  and sustainability
  • Organize and facilitate workshops
  • Lead the establishment and ongoing management of project database and monitoring system
  • Work on data entry forms and reports as required
  • Produce formatted narrative reports on monthly, quarterly, semester and annual progress on all project activities
  • Conduct data analysis for the compilation of quarterly, annual and ad hoc program data and reports
  • Lead training of enumerators and survey staff in various settings to include classroom, or side-by-side, or virtual instruction, using both multimedia and standard teaching tools
  • Provide on the job training and mentorship to peers
  • Set professional and learning goals for each direct report, apprentice, or intern
  • Negotiate and engage with community leaders; stakeholder groups with disparate interests; as well as persons and entities that invest in social transformation
  • Establish collaborative and cohesive relationships with colleagues and project stakeholders which conduce to frank communication; timely, unified action; and a high level of mutual respect and trust
Requisites
  • University degree preferably in Geography, M&E, Information Technology, Economics, Statistics, Project Management, Community Development or another relevant discipline
  • At least 3 years’ relevant working experience as M&E Officer (humanitarian/development projects, with a preference for WASH-specific experience)
  • Conversant with information management systems and statistical analysis applications
  • Certification or professional training in M&E
  • Mastery of Excel and database applications is compulsory, as well as advanced skill level in Word and PowerPoint
  • Advanced experience of standard Monitoring and Evaluation procedures and tools
  • Experience in use datasets for data analysis and reporting
  • Excellent communication and interpersonal skills
  • Native fluency in Portuguese and professional fluency in English is compulsory
  • Excellent interpersonal, written and verbal communication skills
  • Strong analysis skills (qualitative and qualitative)
  • Good judgment and ability make good decisions with complete or incomplete information
  • Experience in training and capacity building in M&E mechanisms at various project levels
  • Good understanding of USAID, DFID, and UN Monitoring and Evaluation Guidelines is an added advantage
  • Goal oriented, with the ability to work under pressure, independently and with limited supervision
