World Education is recruiting a Finance, Operations & Compliance Manager (m/f), to be based in Maputo, Mozambique.

  • The Bantwana Initiative (www.bantwana.org) of World Education (www.worlded.org) (WEI/Bantwana) is a recognized leader in delivering integrated comprehensive interventions to improve HIV outcomes and the quality of life for orphans and vulnerable children (OVC) and their families affected by HIV and poverty. WEI/Bantwana builds the capacity of communities, civil society and governments to coordinate and deliver integrated comprehensive services for vulnerable children and families, while strengthening structures and service delivery across the HIV continuum of care
  • WEI/Bantwana is currently recruiting for a country national Finance, Operations & Compliance Manager to support its programming in Mozambique
Duties
Financial Management
  • Develop budgets, budget forecasts, and monitor budgets on an on-going basis. Specifically, this includes: planning for and analyzing all project expenses on a monthly and quarterly basis
  • Prepare financial reports and monitor expenditures in collaboration with technical staff to ensure coherence of activities
  • Monitor the existence and application of clear robust financial policies and adequate internal controls to guide project operations and ensure compliance to internal and donor regulations
  • Supervise the Finance Officer and Finance Assistants to ensure timely cash flow analyses and projections are provided and accurate for internal management purposes and to the donor
  • Communicate regularly with WEI/Bantwana’s headquarters (HQ) support team to ensure timely submission for review of financial reporting documents by HQ Finance and Accounting teams
  • Play a lead role in the development of annual work plans and translate the work plan to line items in order to develop annual and project budgets. Coordinate input for the annual budgeting process
  • Ensure financial policy and procedure information and manuals are up-to-date, issued and signed off on by staff (liaising with HR or other counterparts)
Compliance Management
  • Collaborate closely with the Team Lead, and other senior project staff to ensure that program implementation is done in compliance with WEI/Bantwana, and all specific donor policies and regulations, and laws of the Mozambique government
  • Coordinate roll out of any policy updates or process clarifications, including fraud prevention, operations, and finance policies
  • Ensure that all field staff is properly trained and adhering to internal policies and donor (e.g. USAID) regulations
  • Ensure that adequate financial control measures are implemented for safeguarding inventory and assets
Technical Assistance/Capacity Development
  • Lead the finance and operations capacity building efforts and the strengthening of local partners for two USAID-funded OVC/HIV projects
  • Provide hands-on technical assistance to Finance staff in two local organizations receiving USAID funds. Specifically, review and assist them to improve their financial reporting, budgets, expenses and proposals to ensure compliance with award terms and USAID rules and regulations and maintenance of accurate financial records
Requisites
  • Bachelor degree or higher in accounting, finance, business management, or a related field is required
  • A minimum of 10 years’ experience managing and supporting finance & operations for an organization
  • In-depth knowledge and direct experience working with USAID financial management rules and regulations and compliance requirements is a requirement
  • Demonstrated leadership skills with significant supervisory and/or capacity development experience.
  • Knowledge of accounting packages, including QuickBooks
  • Good Portuguese and English speaking and writing ability
