• Counterpart International (CPI) Mozambique intends to hire an Electoral Technology Consultant to support the use of an electoral data management system from its four-year program, “Civic Partnership for Good Governance” (PCBG)
• The PCBG Program is funded by the US Agency for International Development (USAID) and aims to strengthen the impact of civic activism to improve responsible and effective democratic governance in the Biodiversity Conservation, Climate Change, Education, Health, Extractive Industries, Transparency and Responsible Governance and Elections. With support and under the supervision of the Senior Election Specialist and Community Advocate, the Electoral Technology consultant will provide support in the adaptation and operation of the data management system collected in the Election Monitor
• This is a part-time position based in Maputo-Mozambique. The approximate working time for this consultancy is 6 Months

Duties

• Familiarization with Election Monitoring Tools (ELMO) – an open data management system provided by the Carter Center
• Adaptation of the ELMO to the PCBG Election Monitoring effort in Mozambique, including the introduction of electoral data collection forms in ELMO
• Training of relevant officials and local partners on the use of the ELMO
• Training of election monitors on the use of the ELMO
• Advice on issues related to the acquisition of telephones/tablets for installation of election monitoring software
• Configure ELMO on approximately 50 phones/tablets and ensure their maintenance and functionality during project implementation and resolve issues as needed
• Develop a mapping component for ELMO based on GIS data and produce maps as needed
• Work link as needed with Counterpart’s IT, and the server hosting company

Requisites

• Master in Information Systems, Information Management or Bachelor’s degree , but with 4 years of experience in Computer Science or related discipline
• Minimum of 5 years of relevant experience, or equivalent in terms of education
• Previous experience working with Data Management Systems
• Capacity and willingness to travel to the target municipalities to implement the project when necessary
• Working experience in Mozambique and with a solid understanding of GIS and mapping in Mozambique
• Excellent communication skills in English and ability to read write and teach in Portuguese
• Preferred: Substantial work experience in NGOs, United Nations or Civil Society Organizations
• Experience with Election Monitoring Data Management Systems

Rating criteria

• The Consultant will be evaluated based on the combination of Technical and Financial criteria. The maximum score is 100%. The technical evaluation shall include the following:
• Criteria – Scoring
• Minimum educational qualification and training – 20%
• Technical expertise and experience – 50%
• Cost per working day – 30%
• Total – 100%
