CODE is recruiting a Consultant-BETTER (m/f), to be based in Maputo, Mozambique.

Description
  • Good books brought to life by excellent teachers help learners understand and thrive in the world around them. That is the idea behind CODE. CODE takes a comprehensive approach to programming, working with teacher educators, teachers, librarians, writers, and publishers to develop and sustain literate environment. CODE works in partnership with national and local governments, local implementing partners and in-country experts as well as with international experts
  • CODE wishes to engage the Consultant to provide project-based services in Mozambique, to support CODE’s Ottawa-based project team responsible for the Better Education through Teacher Training and Empowerment for Results (BETTER) project. This is a joint project between CODE and its Mozambican partner Associação Progresso. The Consultant will assist with the implementation of the project and will support the entire breadth of project management activities – planning, implementation, logistics, monitoring, evaluation, learning and reporting – from Mozambique
  • Working in collaboration with colleagues, he/she will provide technical expertise, leadership and coordination in the development, dissemination and promotion of CODE’s education program strategies, standards, and tools. This position will collaborate with other Country Leads and key Partner Organization Field staff in country offices to increase its internal capacity in program methodologies and concepts, including program design, implementation, monitoring and evaluation. The ability to work collaboratively with country office staff is critical to the meaningful engagement with local staff and essential to this position and its role in designing educational programs in the countries within which CODE works. Additionally, this position will work to encourage and facilitate the documentation of best practices and lessons learned, directed toward multiple internal and external audiences, to influence policy formation, develop capacity and foster professionalism

Duties
Support BETTER’s project management activities (75%)
  • Support CODE BETTER project team in Mozambique
  • Represent CODE in regular BETTER planning meetings with MINEDH organized between Progresso and MINEDH
  • Facilitate quarterly project implementation assessments with Progresso’s BETTER team and specialists, document lessons learned and ensure they inform planning
  • Visit project sites, attend project activities, and submit appropriate monitoring and activity reports
  • Work with BETTER team to capture lessons learned and recommendations and include them in planning, decision making and reporting
  • Liaise with Progresso staff to support timely implementation of planned activities and facilitate appropriate technical assistance and support
  • Support mainstreaming of gender equality in all aspects of project implementation
  • Support rollout of monitoring and evaluation (M&E) activities
  • Facilitate the development of content in English for the semi-annual reports and annual plans to be submitted to GAC and CODE
  • Coordinate participation of international consultants and volunteers in the project
  • Coordinate CODE meetings and field visits in Mozambique
  • Coordinate required translation
Liaise and coordinates with key partners, stakeholders and donors (20%)
  • Represent CODE in appropriate education, gender, children’s rights, NGO and related networks and forums in Mozambique
  • In consultation and coordination with the Program Manager, maintain contact with Global Affairs Canada officials in Mozambique
Support BETTER communication efforts (5%)
  • Lead CODE communication initiatives in Mozambique
  • Develop content for BETTER communication initiatives (website, Facebook, publications, reports, and presentations)
Requisites
  • A Post graduate degree in one of the following fields: reading and literacy education, curriculum and instruction development, elementary teacher education, language and linguistics, or other relevant international development field
  • At least 3-5 years’ experience designing and/or providing technical support to international education development programs
  • Experience working in Mozambique, or other African countries, (short-term or long-term professional assignments) with a demonstrated ability to quickly grasp and learn a new region
  • Demonstrable experience in designing and implementing educational programs for bilateral, multilateral or foundation/private donors
  • Outstanding analytical and writing skills, proven ability to quickly understand complex challenges and propose solutions in organized, articulate concept papers, reports, and proposals
  • Excellent oral and written communication skills in Portuguese and English
  • Excellent organizational skills with a willingness to assume responsibilities and take initiative; ability to be a team player
  • Being able to legally work in Mozambique
  • Desired Qualifications:
  • Second language proficiency in Mozambican national languages
  • Strong professional network within global development, humanitarian relief sector or refugee and IDP (internally Displace Person) studies
  • Demonstrated research expertise
